An American student planning on going to France for college?
Moving there to become a permanent resident, would I get the benefit of free education? I'm looking to major in psychology.

I doubt it, i think is for European citizens only. Why are you doing that? why not stay in the USA , pay $100,000 for it to later face a recession and not get a job? let alone having no health insurance while going to school? how unpatriotic.... (Good luck that is the best move of your life as you get to learn another culture, another language, go for it and sorry i could answer your question)
